Found a strange note

Hello!

I've found what I believe to be a note, but it's written in a way I just can't figure out.  It was in an old pouch on a rarely used stretch of road west of Midway.  I've had a copy made which I will leave here, just in case someone recognizes it, or wants to figure out if it says anything interesting.
